I want to bleach some strands for highlights. do i need to mix the toner with developer, or can i just put the toner on the strands?

use a blue powder bleach from a beauty supply store

mix it and apply to the area

after bleaching use a mild developer (like 10 or 20 volume) with the toner. The bleaching takes any color you may have out and the toner tones it down so it doesn't turn brassy.

No you bleach your hair first then wash it to get the bleach out. If the hair bleach leaves your hair brassy then you get a toner which you have to mix like any hair dye with a developer but use 20 volume developer and don't leave it in to long or your highlighted hair will turn blue or purple. If the hair does turn blue or purple don't freak out it will fade after few washes.
