It's best to do it before coloring, about a week or so. Deep conditioning will penetrate your hair and force out some of the color, so doing it afterwards could cause some color fading.
It's best to wait 6 or so weeks before dyeing hair again, but I've safely done it after a couple of weeks.
However, making your hair lighter will strip it somewhat, making it more vulnerable, so if you do dye it again a darker color- don't choose anything TOO dark; it would probably be darker than you'd like.
