Read the instructions.

With a permanent colour, you don't wash your hair. It has to be dry and relatively dirty to fully take the colour.

If you're using a semi-permanent colour, you should wet or wash your hair with shampoo, but DO NOT CONDITION it. Semi-permanent colours take better on wet hair.

But definitely read the instructions - each brand is different.
